Early 90's horror movie

All I remember is at the start of the movie a guys get pulled out of a old school looking jeep and thrown onto rocks at a beach. They start off cutting his hand off then his other arm then a foot and then his other leg. I Know it's fucked up but it messed me up when I was little and I wanna watch it now lol.

It's not exactly as you described but "shallow Grave" has a scene in which the main characters cut a dead guys hands and feet off. They also drive an old looking van?
If not could you remeber when you saw it and where? Any other plot detail.

It sounds like "Dead Alive aka Brain Dead" by Peter Jackson. Only it was two arms/hand and an assumed decapitation.
