2000s possible Romance or Drama - Two men must decide to be friends or make their wives happy

Movie where two boys are best friends but get into an arguement about their wives or girlfriends. The guys are seemingly troublemakers, get in trouble by their peers. It is set in possible britain in the iron age? The cars were early models, and the women wore victorian-esque clothing while the men wore suits. One of the men seems to be more proper while the other seems to get them both in trouble or pursuades the other to get into trouble with him. There is one scene where they both are in their late teens or early twenties and they are playing naked in a sort of fountain near a hedge when someone finds them and scolds them.

I saw the movie after 2006 or around that time. My mom and I loved it and we'd like to watch it again. We rented it from a Blockbuster at the time if that helps any. I'll try to answer any further questioning if it helps finding the movie but my mom nor I can't remember the name or the movie or the actors.

Do you remember if it was on the new release wall at the time, or something from the older movies?
I'm fairly certain it was a new release; how they ordered them was new releases on the wall and older movies on the shelves. It was a DVD and the quality of the movie seemed like it was filmed with good cameras, so I'd still say past 2000 but before 2010.
