A post-apocalyptic film, probably 80's/late 70's, people live underground, atmosphere is toxic

Hello to all,

I look for a film I watched on cable television in my 90's childhood.
It is a post-apocalyptic film where the atmosphere outside is toxic (or just unbreathable), people live underground, going up is forbidden.

I'm afraid I don't remember too much, but I do remember that near the end of the film someone or maybe a couple is/are chased and escape in a car with an oxygen tank (for an obvious reason), drive up in what might be an empty underground parking garage (the way up to the surface). They reach a dead end, but drive through a concrete wall which was a hologram, they pass right through it to the outside world, pretty much a desert as can be expected. The holographic wall was made to prevent people from going out to the surface.
Afterwards I think the "bad guys" keep chasing after him/them to outside as well. The main character eventually runs out of oxygen and maybe finds out the air is breathable after all? I'm not sure...

Hope I remembered enough details, I really don't remember this very clearly...

Could this be the Polish sci-fi comedy "Sexmission", a.k.a "Seksmisja"?:

Not all the small details match, but the general concept is similar. They live underground, two of them escape to the surface and it turns out that they were misled, the world above is just fine. However, in this movie, it was not a holographic wall, the picture of the wasteland was painted on the inside wall of a tent that was erected around a periscope. The people living underground used the periscope to see the surface, but what they saw was the painting of ruined Earth on the tent.
No, I'm afraid it's not this one... There is indeed a similarity in concept, but it is a completely different film.

The film I'm looking for wasn't too futuristic, but more of a "near future" science fiction.

I believe so. I could be wrong about this since it was such a long time ago, but still I'm pretty sure it was in English.

Seems I was a little off with my description, but as I said it was long ago and I was rather young.
