A 90's independent film about teen friends living in a very poor area following a teen girl.

In the late 90's I watched the last half of an independent film that was very good about poor teens growing up with a lot of absentee parents. The dramatic film follows a teen girl, but it seems her focus is on a teen boy who, in the end, has a baby with a 20-something woman that abandons the baby with the teen. The final scene is the teen girl talking to the teen boy while he climbs around in an old boat dry docked in front of his house.
