Man blackmailed into kidnapping the president

Movie from the 90s. This guy (with a military background of some sort, I believe) is blackmailed (don't remember how, probably with a kidnapped loved one) into kidnapping the president. Which he does, but instead of taking him to the bad guys, he explained the situation to the president, and asks him to "lay low" for awhile, allowing him time to rescue his loved one(s)/defeat the bad guy.
