Dystopian movie - Propaganda and control through television and mind control helmets

There is a dystopian society where all people where a kind of helmet through which their thoughts are read and/or controlled ( I can't really remember this precisely). Also there is the television and it's not normal television but it's made by the government. I think the aim of all this is to prevent futute wars.

The main character is a guy who works for the television but at some point he breaks out and in a television show speaks to the audience and tells them to put down their helmets.

There is not a real happy ending as the government is not cast down but one of the last scene is where some adolescents are playing and then they put down their helmets whithout fear.


I watched this movie in the early 2000's or so. I was a teen then so my memory is really blurred.
