Sci fi movie about an adopted boy who is a mermaid (merman.)

The movie is about an adopted teenage boy who is on the swimming team in high school. His parents originally found him on the beach where his mermaid mother left him. He doesn't know he's a mermaid ( merman ) until later in the movie where his skin kind of starts turning into scales. I remember one scene at the waterfountain in the high school where he was so thirsty that he created at least a 5-10 kid line behind him. I know I have seen it before a long time ago so it was probably released from around 2000-2010. I also remember another scene where he was late to a swim meet and when he got there, he still had his shoes on, but Im pretty sure he had them on because they were covering his scales but I'm not entirely sure, he could've just forgotten to take them off. The only other thing I remember is that at the end of the movie he is reunited with his real mom and he goes off into the ocean, where he was left, with her.
