Low Budget Post Apocalyptic Bounty Hunter Movie

Low budget special effects, acting, script, and fight choreography. A male and female bounty hunter fall in love and fight not only "outlanders" (a tribe-like people with skulls painted on their faces and torn up black clothes) but also a big corporation with futuristic buildings and weapons. The leader of the corporation turns out to be the male bounty hunter's ex-wife, to the dismay of the scantily clad female bounty hunter. Male bounty hunter has an accent I can't place. There is a scene where the female bounty hunter fights one of the "outlanders" and just when she is about to lose, she slits the bad girl's throat, and then roundhouse kicks her head off with a fake looking huge spurt of blood. Maybe was on the syfy channel? Thats all I have to go on. I need this movie in my life.
