A woman plots to kill the military man she blames for her sister's death.

A young lady dies having an illegal abortion after having an affair with a military man. Her sister grows up hating the man who she blames for her sister's death. He has since risen to a high position within the military. She decides to get revenge by staging a fake a rape scene and lays in wait to shoot him, but unfortunately she kills the wrong man.

I think the first part of the film is set in the 60s and the revenge is in the 70s.

I recall the leads being a Stockard Channing type and the guy being similar to Jack Nicholson. I was very young though so that's not a definite.
