fence the balls game

I'm looking for an old game, it's very simple.
All you have to do is fencing a few moving balls to the smallest space possible. You can do that by using a flying thing - it's not similar to anything, really. So basically, when there's no ball around, you fly there, fence a part of the map, having the balls less space to move around. You can win by fencing at least - I don't know - 75 % of the map.
If anyone could remember the name of the game, please help me
Thank you

Was it a computer game, console, or handheld game (like the ones in kids meals at mcdonalds)?
it was a computer game controlled with the arrow keys
