high school, dog with sign, teaching is creative

80s or 90s high school film

i think these scenes are near the end (in no order)

dog with sign around its neck and a man decides to take him home (possibly was his dog)

a voiceover with 'the teaching is creative' and there was a shot of a teacher encouraging the students to move their desks around her in the middle.

something perhaps with a student becoming principal (?)

i think the conversation is over the pa system.

Can you remember anything else about it? Was it a kids movie?
i think it was one a teen/adult movie. i've checked wikipedia and Imdb for years but have found none that have this ending. Ir was an American film that i saw on British television.
