Name of this English Comedy set around the time of halloween.

I remember watching a film when I was about 12, it's a comedy (I think) set in England near Halloween. Two scenes I remember from it is they set dog **** on fire on someone's door step, then he stomps it out. Another is the ending, when the kids who have been trick or treating are in a paedophiles house, and then the police turn up.
I can't remember what it's called!

This is an American film, but it focuses on youngsters at Halloween. I recall the "dog **** on fire", but I don't recall the last part. I'll go ahead and give it a try though I don't know when you were 12.
