dystopian cyberpunkish fantasy, possibly somehow in line with 1984, Brazil

a dystopian cyberpunkish fantasy movie, possibly somehow in line with 1984, Brazil. Darkish. made in the 80s?

Toward the ending scene, the main character, an early-40ish man is trying to take the subway out of the city, trying to reach a beach resort? (that's been showed in advertising posters all through the movie).

The train stops at the last stop, at the end of the line, a big banner/poster with the same advertising. The guy rips the banner but behind it was just a brick wall.

It was all just a lie, propaganda
