Man/boy places piece of carrot in a water glass and it turns into a goldfish

I saw this movies as a kid, so it is probably early to mid 90's. I have some vague recollections about it, but the scene that struck with me the most and I'm sure about it the carrot/goldfish one. Other than that, I THINK, but may be mistaken, that the story was about a kid accused of a crime and the people trying to prove he didn't do it. I think the scene with the carrot/goldfish happens in prison and is towards the end/climax of the movie. I'm pretty sure the main character (either a lawyer or reporter, maybe, male) was a famous-ish actor.
