Monster movie set in high school with possibly new girl who is monster, angel dust hurts it

Not sure if the girl who ends up being the monster/creature is a new student, but I think she is. Also, she can plug her nostrils so she doesn't actually snort the angel dust when they test her. There is also a scene where a character is being chased by her in monster form and closes the bleachers on her.
