Indie/foreign (European) film: setting around the Holocaust female protagonist constantly on the move

The film I'm trying to find I'm pretty sure is either foreign or indie, I think I watched it on Netflix a few years ago but it's no longer there. The protagonist is a pretty blonde woman in her late 20s early 30s. I believe it's set in Germany during or after WWII. Does not, however, take place in a concentration camp or on battle fronts. The mood is somewhat bleak. I particularly recall a scene where the protagonist is almost running away from a man in a coat, through empty alley ways and at one point maybe under the streets? She's either searching for or trying to get away from something. She tends to be very solitary throughout the movie. I think it was made sometime between 2005-2012. The genre would be drama with hints of a thriller. I know the description is vague, hopefully someone here has seen it! Thanks!

Thank you for you help, and that is similar, but not the one. I ended up finding it on a wwii movie list on IMDb. It's called Glorious 39.
