Christmas film about toys

Okay, so I watched this last year on either now tv or netflix. It's about a set of figurines/toys set up as a christmas display in someone's home and there are two groups- a nativity scene and some christmas elves living in the christmas tree. Anyway either the baby jesus or joseph or someone goes missing and an angel is set the task of finding them and he goes around the desert on this little zip wire kind of thing. The two sides want to fight each other because each side thinks the other is at fault and there's a whole layer underneath the table they're kept on where all the old reject/broken toys are kept and they have to travel to it to find whatever it is they're looking for. I think a boy from the nativity side and a girl from the elf side end up getting together or something like that.
