Film set in a desert with a family of quasi-hippies and the sudden appearence of a taxman. What's the title?

The taxman eventually gets caught in the aura of some kind of freedom in the house and stays, eventually becomes a painter and dies. THe little girl of the couple of quasi-hippies, that somehow is the focus of the piece, desire other life than the one of her parents, has different aspirations, the isolation hurts her and she aspires for something else, even using her parents names to get a credit card and buy a yatch or general boat for her father; so she develops a close relationship with the taxman, that paints watercolors in her bedroom. He stays because he doesn't see sense in his life, and dies in the end.
