80's sci-fi/post apocalypse/ an evil organization stole all the water, one kid was a deaf boy who wore headphones, and another was a girl who came from a underground community of people who drank glacier water? The kids played a futuristic sport on skates, the bad guys had an evil robot who was programmed to enjoyed torturing people, villains promised "special water privileges" in exchange for the children's capture. In the finale all the trapped water was released and the desert was flooded.

the little boy's hearing was restored by an alien "orb?" but he kept pretending to be deaf. In one scene the kids were corned but escaped by rolling down hill inside large tires.
