About a high school boy that wins a chance to work for a record label

I do not know the genre of this movie though i would say it was late 90s early 2000s. The plot is a boy who wins (i think) a change to work for a record label. He is apparently in high school. This record company is trying to get a major name signed but the boy goes out and finds a band doing a gig and convinces them to do a recording in the studio.

At first they suck but he works with them and gets something quality out of them.

Movie ends with the boy no longer working for the company but hears the song he helped produce on the radio.

Any ideas? Google apparently hates me and wants me to work with a record company.

Was it a mainly white cast? Was he an intern?
