80s or 90s Dystopian Action- Character has to kill friend in combat in water

I saw this movie about 20 years ago. I think it may have been set in a post-apocalyptic future- something like Mad Max. I remember the main character being friends with another man. The other man then either chooses to or is forced to join the enemy/opposing tribe. Later, the main character has to fight his friend in some kind of combat where they're both sitting on wooden sticks opposite from each other in water. The friend then allows the main character to defeat/kill him, which he does but is upset about having to do.

No Escape aka Escape From Absolom -

He fights another prisoner on the logs early in the movie. Later after he's defected to the other side he 's recaptured and is forced to fight his friend in the bottom of the pool, and his friend throws the fight.
