Old (80-s) movie (drama, horror or thriller) with human-like ghosts living in an old building.

I watched this movie in 90-s, so it must be at least 1995, but considering the graphics, i'd say 1980-s.
It's about humans who are dead, so they are ghosts, and they live all together in a building. There is a lot of them, and i remember it being pretty scary, but since i was a kid it might not be. I remember the interior looking kinda elegant, and there was a greyish outside of the building. I remember loving the movie, but that is all i remember from it.

Could this be a version of "House on the Haunted Hill" or "13 Ghosts"?
It might be the House on the Haunted Hill from 1959, thank you! I will look it up in the morning when I will be a bit braver.
