80'/90' movie with famous actor

I don't remember much but it's some kind of mystery/detective type. 2 cops or at least one of them is (the woman) trying to find a serial killer. One moment I remember the best, the fact that the man tells the woman on the phone she's supposed to cut the victim's hands and take the handcuffs (that were on the victim wrists) with her because he doesn't trust the cops (he thought they would wipe the fingerprint). She's disgusted and doesn't listen to him. But they still manage to find the killer. I might be wrong but I think the man is somehow physical unable to go in the field and just helps her to solve this case.
