Teen Scary Book camp counselors kidnapping

I read this book in the 90s or as late as 2001. My older sister's friend let me borrow it so out was probably written I. The 90's or late 80's. It may have been part of a collection of books not unlike RL Stine or Fear Street. It it's about a girl whose older sister was kidnapped when she was very small, even possibly a baby. The sister might have had curly and/or red hair from my fuzzy recollection. As it turns out the sister was kidnapped and raised captive in a cabin in the woods. As a young adult she somehow escalates her captor and seeks out her family or at least her younger sister but she's angry. She becomes a camp counselor at a camp where her sister is also a counselor with the intend to do her harm. A series of frightening attacks and events occur before the truth is revealed at the end.
