The movie was probably set in Los Angeles, CA during the 80s but it may remotely possibly be an early 90s film. It seemed to be an independent/low budget film. I saw this movie on the "On Demand" section of Charter Communications (cable tv provider) digital library probably in year 2012.
The movie has several youth, I think they were in high school. I think the main female character was a runaway from an abusive home. Also, her boyfriend was a gang member or trying to stop being a gang member. He sold drugs and I think he dropped out of school but I think he tried to protect this girl from that life. But she fell into the street life anyway and was kidnapped by a pimp and rival of her boyfriend's gang. The guy pretty much fought and searched all over the city to rescue the girl and he ultimately did but by that time she was addicted to heroine because the pimp drugged her up to keep her unable to runaway. She was chained up and locked in a restroom I think by the time her boyfriend found her and there was tons of shooting I think. He rescued her but barely. At one point, I think the rival gang kidnapped the girl in a big blue or white van that may have looked like the van from "Who's the Boss." I think it was mostly if not all White and Latino people in the movie, not many Black if any at all. Possibly some Asian.
