Dark comedy circus animation/claymation

I saw this animated movie from the TV when I was a kid - around late 90s-early 00s (The film can possibly be older than that). I can't remember if it was a short movie or not, but I'm pretty sure it was claymation.

 

There were these two bad guys who worked in a circus as clowns. They were thieves and hiding from the police in the circus, while trying to steal some stuff from the guests there. At least there was a rich woman whose diamond necklace they were trying to steal. All their plans went terribly wrong and at some point there was an elephant gone crazy and it ran over a fakir who got squished in his bed of nails.
