Children's Movie -Girl moves to a new town, meets an old woman and thinks she's a witch.

This is a children's movie - I remember the general idea was that a young girl moved with her family and was unhappy, but after some exploring came upon a cottage with an old woman. The girl believes the old woman is a kindly witch and that she turns into a black cat.

She tries to convince her family somehow but they think she's acting out.

The biggest scenes I can remember are when the girl comes upon the black cat and begins talking to it like it's the old woman, and then a coffee mug at her parents house breaks and is magically fixed later (the girl believes it's the old woman who fixed the mug).

I remember really enjoying this movie and would love to watch it again!

Maybe "Wicked Stepmother"?
Thank you for the guess! This one isn't it. The witch in the movie was an elderly lady. Perhaps widowed. And it's in question for a majority of the movie whether or not she actually IS a witch after all.

But! I've never seen "Wicked Stepmother" and it looks like a great watch! Thank you.
