Cartoon from 90s i think

It'a cartoon about two eskimos - a brother and a sister (orphans) who are on their way to stop the evil snow witch. I can't really remember the details... I think there is a scene when the girl cut her hair in order to help. Also, there is a scene when they shoot arrows one on another to create the "bridge" so they can pass. In the end they succeeded and the witch melted. (The cartoon is not "The Snow Queen" from 1995)

Are you sure they were orphans and not trying to save their mom like in "the ice witch"?
OK I'm not sure if they were orphans, but yeah... I think they saved someone in the end, could be their mom. I've watched The Show Queen with skips... but it's not that. I know those two kids didn't look like the ones in that cartoon. I don't know...
The snow queen is a story, and there were many different animated versions (different characters), just in case. Here is all I can find on " the ice witch".

Alright here are some more details... I think they were Indians. I know that the girl had long pigtail and that in one scene she had to cut it off so that they could do something. I think the cartoon starts in igloo because they were eskimos. Also, as far as I can recall I THINK the boy was called Jato... something like that. They also brought logs for fire. And in the end when the "witch" melted the grass grew again and it was spring.
