Psycho who drops his mother out the window after she admits he's going to die

I think I remember there were these two guys who went up on roofs to shoot people with bow and arrow.

The scene I describe in the title though is one where a psycho is repeatedly asking his mother what's going to happen to him that night and she keeps dodging it. He wants her to say he's going to die and when she finally replies that, he starts crying with happiness, picks her up and drops her out the window.
