A movie with miniaturized women in glass bottles

I saw a movie in the mid 70s that I can never find anywhere.  It starts out when a car is stopped by the side of the road and the occupants of the car notice in the field near them, surprisingly, a small part of the ground rises up likes it's the top of an elevator and I think some men come out of it.  Other strange things I remember are a car chase where one of the cars pulls quickly off the side of the road and turns into a billboard and a "mad scientist" type shrinks women and puts them in glass bottles that hang from a rotating chain on the ceiling.  That's all I remember.
