what's the movie where a nude hologram lady dancing to a man ties to chair in an experiment

A blue nude hologram lady created by some kind of experiental facility dancing to a nake man tied on a chair, with some lab guys observing and recording some sort of data reading. I came acrorss this scene at a young age and it only lasted that long before mom switched the channel, hopefully I can get a clue here!

Sounds like the scene in Timebomb (1991) with Michael Biehn and Patsy Kensit when he's getting his memory back in the old experimental facility.
