What movie or perhaps TV show from the 80s or 90s features the scales of justice at the end and maybe a stairway or someone walking towards heaven, but definitely the scales of justice?

I have a vivid memory of a movie scene, perhaps a tv show, but I think it's a movie, from the 80s or 90s, and people are standing around the scales of justice. Maybe in a dark room or a basement or a cellar. As if someone's life is being judged. It is not "Defending Your Life."

Is this an afterlife movie?
No, I do not believe it was an afterlife movie. I more remember a scene where a few people are standing around a somewhat large scale of justice, almost as if someone was being judged in life. I have a vague memory of stairs in the distance or walking off.
