Do you mean Ned Beatty? He was heavy set.
Yes, his house was in good part of town and it became bad?? Detroit? Maybe???

"Stand Alone"(1985)?

It was Charles Durning. He looks somewhat like Ned Beatty and was heavyset, but the poster on this Imdb page makes him look 'studly'(Ha Ha).
