What is the name of the movies about two women whose identity gets mixed up and one dies?

This is what i can remember about the movie, the movie started out with two women, one of the woman didn't have any insurance so the other allowed her to use her name so she could be treated at the hospital, unfortunately the woman dies an she dies in the name of the other woman, the woman now as to take on the dead woman's identity as she as died with hers and i think their was people chasing her.

"As Good As Dead"  made in 1995.  

Susan switches identities with her new friend Nicole, so that Nicole can pay for her medical bills with Susan's insurance. Then Susan finds herself trapped in her new identity when Nicole ends up dead under questionable circumstances.
