2000s thriller - young girl has a connection with her dead father's last case murder victim

I believe this is a movie made in the 2000s -- but it could've been made in the late 90s as well. Not sure if it is a feature film; based on the fact I can't find it anywhere, it might be a TV movie. It's about this young girl who lives with her mother; the father/husband was a policeman who died around the time his daughter was born.

The young girl was, since she was born, drawing pictures of the same woman over and over again. One day, her mother realises that the pictures show a woman who was murdered many years ago -- this case was left unsolved, and the husband/father was a policeman involved in the case.

The mother now realises her daughter must be influenced, in a way, by the deceased girl's ghost or whatever, and decides to solve the case. I believe the deceased girl's name was Amanda, or Pam.

Eventually, the mother also finds a guy who helps her in her investigation. She, at one point in the movie, walks into the deceased woman's apartment to find more clues (there, I believe, she hides from a scary guy that now lives there). She also by the end of the movie finds out the murderer of the deceased woman is a some sort of an undertaker. The climax includes the mother fighting the undertaker, who was also planning to kill the mother's daughter.
