Movie with psycho girl

I am searching it for years but no luck so far. It's about a girl that moves in a town with her dad. In the new school she meet this goth-like girl. This goth girl is psycho she drinks and smokes at cemetery and in one point she kills some guy in a hotel wearing a blonde wig so the police would accuse this other girl. The psycho girl at the end tries to kill this other girl and her father and I think she dies at the end.
The two girls are somewhete 13-15 years.  One is brunette the other one is blonde.
I think the movie is from late 90s or early 00s and probably a TV movie. I watched it maybe 8 years ago on a local TV station.  I'm from Eastern Europe and the movie was clearly American maybe Canadian

I know the movie you're talking about. I recently saw it. The goth girl also killed another girl because she saw something she shouldn't have. Isn't part of the movie where they question if the goth girl exists at all because she disappears. The end of the movie takes place at an old public swimming pool that's been abandoned. The other girl's father ends up shooting and killing the goth girl to save his daughter. I'm working to find the name, be patient.

Yes. Although I don't remember the part where she kills another girl, but I do remember the part where there is the question if she really exists. And yes the end takes place at an abandoned swimming pool.   I would be very grateful if you find the name, and I will search too because I have forgotten this details from the movie, I hope they will help me to find the name.
