European man gets super 8 camera, uncovers corruption and gets fired for filming it.

This movie was not in English. It was a European film made after 1980. The main character is a man with a boring job. He gets a super 8 camera and begins making films as a hobby. His employers are impressed and change his job description so that he can make promotional films for the company. He then uncovers some corruption and tries to film it but he gets in trouble and loses his job.
