90s/mid-2000s film where a man gets his ankle stuck on something underwater and drowns?

I remember being much younger at my grandparents' house and my family watching a disaster film. I believe it was akin to Titanic in that a ship was involved - the two scenes I vividly remember are:

  • a man dives underwater to retrieve something (?) and as he attempts to resurface, his ankle gets stuck on something like seaweed and he can't break free of it and eventually drowns
  • a group of people are stuck on the boat still, i think, and aren't able to get through as a metal gate is in their way and is locked. the water continues to rise and a woman amongst the group goes underwater to attempt to unpick the lock with (i think) a hair pin, but fails and they all drown too

Could this one be Poseidon (2006) with Josh Lucas and Kurt Russell?
