Black boy gets bullied by white boy and pals, had an accident that leaves him on wheelchair, white boy feels guilty, became best friends

I remember seeing this on TV, was like some 80s film or TV short, they cornered the black boy in some kind of abandoned construction site, he fell or something from a higher place, and after that he was on a wheelchair, the bully felt so bad that he decided to become best friends no matter what.
