Japanese movie - Criminal secret surounding family running a hostel at small tourist beach town

The contemporary (the latest in the 90s, probably later) movie is set in a small Japanese beach town (an island, maybe Okinawa). Some investigator spends time in a hotel/hostel trying to find information on a puzzle. The family running the hostel is somehow involved in the crime. The investigator is helped by a little boy belonging to the family. He solves the puzzle through a painting which provides the same view on the beach as a beach hut which somehow provides the clue. In the final scene, the boy learns some physics/fishing trick from the investigator which the try in the sea. If I remember right, the person behind the crime at question is a young woman, and briefly the love interest of the investigator/cop.
