80s-90s teenage drama - girl gets blame for dads heart attack and kicked out from home

I'm looking for a movie about a girl that is being kicked out/dropping out of school and therefore "triggers" her dads death (heart attack). After getting kicked out by her mom who blames it on her, she meets a boy who is abused by his father, constantly forces him to clean and punishing him for not doing it good enough. I believe the boy works with tv/radio reparation and in the end (spoiler) he places a bomb in their high school, that she stops him from detonate.

The girl is pretty and blonde, wearing lipstick, and the boy is a quiet outsider.
