Film about Circus feat. young boy & young couple - Recent film

I can't remember much except for one scene - the young man (who was dressed up like a mime/clown) lying on his back and whistling to the stars. His name might have been Torque, or something close, and he fell in love with a girl. The story was told through a little boy's eyes.

How recent? Was it in english? Mainly about the circus?
In the last 10-15 years I think, and yes, I think it was in english but I'm honestly not sure. Centred around characters that belonged to a circus.
