Baddy comes from dead to avenge his gf's death on a cop (90'/00's)

So, this might have been a straight to VHS release or something. I remember watching it as a kid and was pretty scared of it. Maybe more of a horror than action movie but within the realms of both.

Synopsis is as follows. A biker robs a liqourstore/shop with his girlfriend. A cop and his partner intervene and during a shootout both criminals got killed. Later it is revealed that our the biker killed the girl himself but he thinks our main protagonist was responsible for her death and therefore comes back from the dead to hunt him down.

The guy has superhuman powers and really just starts to dorment the guy. He gets some friends including the partner that was in the shooting. There was a scene quite early with dogs running our protagonist down.

The climax happens in a school and there is a room decorated in the manor of the store in which the shooting happend. They realise that the baddy was the one who shot his girlfriend and he goes back to beign dead. The guy might have been called Joseph?

I've looked for ages and have no recollection of the name.
