Weird low budget film about summoning lizard monsters

I rented this movie like ten years ago and it really freaked me out at the time bc I was quite young

So I'm pretty sure it's like a horror movie for kids or a younger audience

I'm pretty sure it was a 90s - early 2000s movie

Generally looked low budget and it wasn't well known at all I think

I only remember a few scenes and one of them is a girl goes to an antique store. I think she was annoyed with her parents so in order to get back at them she read a spell from this book while she was in the store. It summoned these lizard like creatures that looked like 7 foot tall godzillas and had really long tongues and wanted to eat people.

The other scene was about this house and it was really big, and had a chandelier. the monsters were attracted to the smell of a raw slab of meat that was in the kitchen so the girl hung the meat from the chandelier (I think)

I'm also pretty sure she thought her parents or little brother was dead but then she found out they weren't eaten by the monsters, but it's been ages since I've seen it

I remember some strong themes about family and stuff and I think the monsters came out in the full moon?? Again not really sure

I have been digging but haven't tracked this one down yet. Can you remember anything else? Could the lizard guys be small like in "the gate"?
I think it might be a singular lizard with two heads and that's where I was confused, but I'm pretty sure they were relatively large (but not Godzilla large)
