Body found frozen under the ice on a dark lake.

The movie is somewhere from 1995-2005.

I remember walking into the living room and my parents are watching this movie.

Its light out, so the sun is still up. There's a few people out on the ice of what looks to be a lake. The ice is black and smooth. The wind is blowing the little bit of snow that is on the surface. As the people walk, one of them bends down and brushes the snow to see the body of someone pressed against the underside of the ice.

 I can't remember if it was male or female. I assumed the body must have been someone they were searching for, thus being the reason they were out there to begin with.

I know it's only one scene in a movie, but that image of someone who had been trapped under the ice, trying to escape, only to drown and freeze facing the sky, is stuck in my head. Scary shit.

Anyways, I appreciate the help.

The final scene of the movie "To Die For" has a scene very much like the one you describe.  To say more would be spoilery.  Perhaps this is the movie you are looking for.
No no, thank you for trying.
But yeah it's not the Nicole Kidman skating alone on the ice, that I'm thinking of lol.

It was more of a suspense/horror movie scene.
Okay, if you say so, but Nicole Kidman was not skating alone on the ice.  Not in this movie.   

She was the one frozen under the ice.  

With that whole "someone who had been trapped under the ice, trying to escape, only to drown and freeze facing the sky," thing going on.  

So when the other people skating around see it, they see her, as you say, "trapped under the ice, trying to escape, only to drown and freeze facing the sky."  

Except for the fact that she was probably dead before she went into the lake.  Because they killed her.  

But it's a different movie, so never mind.
