Angels designing and building the Earth

I've tried all the angel / heaven stuff. I think: Lucifer was in it; it had an "I, Robot" feel to it; it was made in the 80s; there was maybe a box-office name. Angels were designing and building earth. There was heirarchy, dissent, argument, fighting and I seem to remember cages. I think there was also a murder (of and by an angel) and accusations etc - there was a sort of whodunnit / intrigue feel about it. It was all quite clinical - not horror or even sci-fi really. Just angels going about their business! That's not much to go on but if you've seen it you'll know. I hope! I posted this a couple of years ago but no takers. Still in my head.
