Late 80s or 90s movie, Blonde woman (possible prostitute) has sex on an office table and gets killed, a detective who is either Asian or respects Asian culture

This movie started with a Blonde haired woman, I believe she was a prostitute and she got naked in her apartment. But about 15 minutes into the movie she gets fully naked in a corporate office and has sex on the office table. It was during an office party, I believe. But the whole movie talks about corruption and there is a detective who has ties to the Asian community, possibly translates. I think its an old movie where two detectives get together and might not respect or like one another.

There is video footage of it as well.
