Father abducts his own kid from the mother who has custody

Country of origin: Don't know, probably the U.S.
Date: Maybe the early 2000s.

 

There is a divorced couple, the mother has custody of their only child. On one of the kid's birthdays the father takes him or her somewhere to celebrate, which was prearranged but he fails to return him or her to the mother.
Years pass, the dad and his girlfriend doesn't take good care of the kid, sometimes he or she is tied to a bed inside an RV.
Somehow the mother gets the kid back but the damage is already done, he or she refuses to speak and acts antisocial in school.
