Several kids in a boarding house, 70s american movie

This lady has taken in a few kids. At first theres a wheelchair bound boy and a girl. The lady tells them a new boy is arriving, named Thomas J.  Thomas J arrives, he's younger than the other 2, and everything he says is yelling. The lady asks him why he yells all the time, and he says his mom was deaf. Anyway, theres a bit where the kid in the wheelchair's dad is trying to get him back. The girl doesn't want this to happen. She says the dad is the reason he's in a wheelchair. The dad ran over his son's legs. The girl is trying to stop this from happening.
