80s american film where some young boys find a russian spy and make friends with him

These kids are playing in a sewer and get briefly attacked by a grown man. This guy is a Russian spy. I think he feels bad for hurting a kid and tries to help him. The kids and the Russian spy end up becoming friends. The most vivid scene I can recall is where the kids take the Russian shopping. We get an 80s montage of them trying on a bunch of different outfits. I think the kids were trying to americanize the Russian spy.
